Look on the bright side. At least the Civil Aviation Authority has stopped Heathrow’s billionaire owners jacking up passenger charges by 90 per cent. Still, it’s not ruled out “a real increase of around 60 per cent”. What is the CAA? A regulator or some sort of conduit for the flow of funds to China, Qatar and a bunch of minted infrastructure investors?
