A Conservative grassroots revolt against the Government's high speed rail plans will erupt into the open at the party's annual conference next weekend.

Condemning the coalition for failing to reopen the contract for Thameslink trains, which went to German firm Siemens rather than Derby-based Bombardier, he will say that "in their heart of hearts, they don't think it's their job to help British business".
