Wildly optimistic rail bids of the kind that forced National Express to hand back the keys to the East Coast Main Line in 2009 will no longer pass government tests, officials have insisted. Peter Wilkinson, franchising director at the Department for Transport, said such risky bids “would not happen” under reforms to the way the Government awards long-term contracts to operate Britains railways.
