Competition is absolutely necessary to ensure that passengers and the UK economy benefit fully from the expansion of Heathrow, with an end to the current monopoly. Spiralling costs and a track record of over-spending risk the airport becoming a white elephant if led by the incumbent, Heathrow Airport Limited (HAL).
